Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2025, these documents will be available during the following period:-
commencing on Monday 3rd June 2025
and ending on Monday 14th July 2025
On 29th July 2025 a notice of conclusion of audit was issued by the External Auditor detailing the right of inspection in line with the statutory requirements. Please see the notice along with the certified Annual Governance and Accountability Return (AGAR) sections 1,2 and 3 below. The documents will be available during the following period:-

There are two charges for East Riding of Yorkshire Council – one charge is for general services and the other is a separate charge called the adult social care precept.
In 2024 / 25 the ERYC budget (gross expenditure) was £1,021 million. ERYC needed to collect 21.8 per cent of the budget from Council Tax. This is £222.6 million (including special expenses).
ERYC increased the council’s part of the Council Tax bill by 4.99 per cent. This includes an increase to the general Council Tax charge of 2.99 per cent and a separate charge of 2 per cent to contribute towards the rising costs of adult social care.
The National Association of Local Councils has published its annual analysis of council tax levels confirming that nationally the precept charge for Town and Parish Councils increased by an average of 9.68% on the 2024/25 figure. The average Band D precept charged by local precepting bodies for 2025/26 is £91.22, an increase of £6.32 or 7.4% on the 2024/25 figure of £85.89.
Newport Parish Council precept Demand 2025/26
At the January 2025 meeting of Newport Parish Council, it was agreed to maintain the overall precept demand made by the Parish Council at £38,000 for the 2025/26 financial year. This precept will mean that the band D billing amount attributable to Newport Parish Council will be £75.05, which is a reduction of £0.51 and 0.7% compared to 2024/25.
